GEORGE TOWN: Thesecond Penang bridge is 3% ahead of schedule and is expected to be ready byOctober next year, said Chief Minister Lim Guan Eng.

He said theconstruction work was proceeding well.

“Although the bridgewas expected to be ready in 2014, it is now expected to be completed earlierbased on the progress of construction,” he said at a press conference hereyesterday.

Lim said thataccording to completion schedule, the progress of construction was supposed tobe 67.71% but it had reached 70.7%.

In October lastyear, Works Minister Datuk Seri Shaziman Abu Mansor had said the bridge was 65%completed and expected to be ready earlier than its November 2013 deadline.

He expressedconfidence the project would be ready two months earlier than scheduled.

On another matter,Lim said the handing out of white ang pow during Perkasa’s Chinese New Yearopen house at Kampung Baru, Kuala Lumpur, was an insult to the Chinesecommunity.

Penang moves up the big league

The first thing that strikes you about Penang is the island's old world charm. Lining the streets of George Town, are well-preserved heritage buildings and shophouses each with its own history. The streets come alive at night with inexpensive and delicious local fares that can be found at every nook and cranny. A few streets away, however, symbols of capitalism and progress are apparent. Next to Peranakan influenced shop houses and colonial buildings are shopping malls and modern skyscrapers. This unique architectural and cultural townscape that combines both the traditional and modern is what makes Penang so charming. In recognition for this unique trait, George Town was accorded a listing as a UNESCO World Cultural Heritage in July 2008. This has further boosted Penang as an attractive tourism destination.

However, Penang is not just banking on its tourism industry to keep its economy afloat. It is also home to various high-tech electronic plants located within the Bayan Lepas Free Industrial Zone, in the southern part of the island. In recent years, however, the state has been experiencing a gradual decline of foreign direct investments due to cheaper labour costs in China and India. As such, Penang has been repositioning itself as a hub for medical tourism to further improve its attractiveness as an investment destination. Besides perennial favourites like Kuala Lumpur and Johor, Penang is fast emerging as popular real estate investment destination among foreigners and Malaysians looking for a second home.

Paying with prime land

KUALA LUMPUR: The Penang government will pay developers with prime land around the Gurney Drive tourist belt to construct three bypass highways and a sea tunnel linking the island to the mainland costing around RM8bil.

Chief Minister Lim Guan Eng said the mega project will be the state's biggest infrastructure exercise and is meant to resolve the island's severe traffic congestion problem.

The proposed traffic alleviation projects are a 6.5km sea tunnel connecting Gurney Drive to the northern side of Butterworth, a 4.2km road from Gurney Drive to the Tun Dr Lim Chong Eu expressway bypassing the city centre, a 4.6km road linking Bandar Baru Air Itam to the same expressway and a 12km dualcarriage road from Tanjung Bungah to Teluk Bahang to pair with the existing coastal road.

We estimate that the project will cost RM5bil to RM8bil depending on the bids from prospective contractors,” he told a press briefing here yesterday.

He said the “competitive land swap” payment will be a win-win situation for both the government and the developers.

“The government does not have to pay money and the developer gets prime land that will triple in value after the projects take place. This is smart economics,” he said.

He added that developers could also propose to implement toll payments to recover costs.

A pre-qualification exercise will be issued today on the Penang government website and a briefing will be held in the state on Nov 29 for interested bidders.

Lim explained that the project would undergo a lengthy feasibility study and construction is only expected to commence in 2015.

“We target the completion to be in 2020, although it can be earlier,” he said.

In GEORGE TOWN, non-governmental organisations have called on the state government to wait for the state Transportation Master Plan to be completed before proceeding with the proposed sea tunnel.

Society of Logisticians Malaysia president Chang Kah Loon said a consultant had been paid some RM3.2mil to prepare the master plan, which is expected to be ready by March so it “doesn't make sense” not to refer to it.

Sahabat Alam Malaysia (SAM) president S.M. Mohd Idris demanded for details of the project.

“Where exactly is this piece of land located? Will it be reclaimed land? Because if that is the case, SAM is against it because it will adversely impact the fishing community,” he said.

THE building of the second Penang bridge has reached 65% completion — some 2% ahead of schedule. Works Minister Datuk Seri Shaziman Abu Mansor said if work continued to progress well, the bridge could be completed two months before the projected date of November 2013. “Some of the bridge’s packages are ahead of schedule while some are behind, but on average it is 65% completed. “The development of the project is progressing as scheduled and I’m confident that the bridge will be completed before November 2013,” Shaziman said.

He said the 2% of work that was ahead of schedule provided a good “buffer” for the contractors ahead of the monsoon season. “There are many factors when it comes to construction projects of this size and this one is being conducted in the middle of the sea. “The pace may differ from month to month, but if conditions are favourable, construction may finish two months early,” Shaziman said.He added that construction was targeted to reach 70% by the end of the year with the overall cost of the bridge unchanged at RM4.5bil.He was speaking to reporters during a visit to the bridge’s Pier 90 where work on the superstructure is currently progressing.

During his visit, pressmen were also allowed to climb to the surface of the bridge for the first time. Shaziman also expressed disappointment that there were no industrial trainees working on the second Penang Bridge this year. “I have asked the implementing agency to get in touch with universities that have engineering schools, to send their students to this project.

“Last year, we had more than 50 university students during their practical training here. Perhaps there has been an oversight by the universities or some are unaware (of this opportunity) this year,” said Shaziman, adding that he would get in touch with the Higher Education Ministry about the matter. He said work on sizable projects like the second Penang Bridge was invaluable for students who wished to expand their knowledge and experience. “We want the local workforce to benefit as much as possible from this project,” he said, and urged the companies involved in the construction to also hire more local skilled workers.

Work on double-track project ahead of schedule

GEORGE TOWN: The 329km Ipoh-Padang Besar Electrified Double-Track Project is expected to be completed ahead of the scheduled date, said Deputy Prime Minister Tan Sri Muhyiddin Yassin. Muhyiddin, who is on a working visit to Penang, said construction work was progressing smoothly. I understand that the project will be completed ahead of the scheduled date in 2014,” he told reporters during a visit to the site of the Tasek Gelugor station.

Datuk Mohd Nor Idrus, a director with project contractor MMC-Gamuda Joint Venture Sdn Bhd who was present during Muhyiddin's visit, said the overall project was 0.5% ahead of schedule with 66.71% of it completed. Work on the Tasek Gelugor station, one of six stations to be built in Seberang Prai under the project, is even more ahead of schedule, recording 64.94% completion over the 62.96% targeted completion rate.

“We are working well. When you have the cooperation from government authorities both state and federal the project is bound to be on time or ahead of schedule,” Mohd Nor told reporters. He said the station was expected to be completed in April next year, but would only be open to the public when the whole double-track project was completed.

Muhyiddin, who was on a one-day visit to Penang, later announced that the Federal Government had approved a RM6.3mil allocation for the construction of a new school block for SJK (T) Ladang Batu Kawan. In April, Muhyiddin, who is also Education Minister, had approved RM1.7mil for the school. He also brought good news to villagers in flood-prone Kampung Manggis in Simpang Ampat, saying that land clearing works for their housing project would begin by year end.

“Syarikat Perumahan Negara Berhad has allocated RM4.8mil to build houses for the approved 48 applicants. “However, I have requested an additional RM1.5mil allocation from the National Security Council to build houses for the remaining 16 applicants,” he said.

This much-anticipated official launch event is the result of what happened during the private preview a few weeks back where 40% sales was achieved. The crowd started to flow in as soon as the event started and it remained this way for almost the entire duration.

The scale models of the Harbour Place master layout and Wellesley Residences were certainly the center of attention for most the potential purchasers.

Ways to bug-proof your home

In all honesty, it's impossible to bug proof your home completely. Like it or not, some insects will find a way into your home. But you don't have to make it easy for them! Invest a little time in home maintenance and housekeeping, and you will greatly reduce your chances of insect infestation.

When attempting to bug proof your home, you need to do two basic things: prevent insects and spiders from getting inside, and eliminate bug habitat in your home. Your goals are to keep as many bugs out as possible, and to make your home is inhospitable to the few that find their way in.

1. Install and maintain screens on all doors and windows.
If you don't have screen doors on your home, install them. Repair or replace any torn or damaged window screens. Use fine mesh screening to prevent all but the tiniest insects from entering your home.

2. Seal around all doors.
If air and light can pass through, bugs can get in. Install tight-fitting thresholds and door sweeps to the bottoms of exterior doors. Use door seals to fill the gap around the sides and top of each door, too.

3. Seal cracks in your home's foundation and exterior walls.
Any crack in the exterior walls of your home is a welcome sign to insects. Grab a tube of caulk and inspect your home from top to bottom. Seal any cracks you find.

4. Seal around utility lines and appliance vents.
Insects may enter your home through tiny gaps around your dryer vent, gas line, or even telephone line. Caulk crevices on the outside of your home. You might also want to seal these areas from the inside using a spray foam product.

5. Eliminate moisture by fixing leaks.
Most insects (except for those that live in arid environments) require a certain amount of humidity to survive. Any source of moisture can attract them. Fix any plumbing leaks, however minor, promptly. Even condensation on pipes can drip and create suitable places for bugs to live.

6. Keep a tidy kitchen.
Where there's food and water, bugs will happily make themselves at home. Do all you can to keep your kitchen clean and tidy. Wipe up crumbs, sweep or vacuum the floor, and clean up spills right away. Don't leave dishes in the sink overnight. Clean out the toaster and microwave regularly. Throw away food scraps and packages.

7. Get rid of clutter.
Insects need places to hide, and a cluttered home is a bug's paradise. Recycle unneeded boxes and newspapers promptly. Keep laundry in clothes hampers. Keep your floor clear of belongings, and put things away after you use them.

8. Take the garbage out frequently.
If you can smell it (even a little), it's going to attract bugs. In fact, insects are much more sensitive to odors than we are, so even if you can't smell it, it may still attract bugs. If you're really worried about insect pests in your home, empty your garbage often.

Create the feel of a larger space and add storage to your condo using the following tips.

Fool the Eye

The biggest difference between a condo and a house is that a condo usually has less square footage. Therefore, when you decorate a condo, think about how to make the space seem bigger. Most condos have one "great room" rather than a separate living room and family room. This room is often rather small, even though the name of the room indicates otherwise. To make the room seem bigger, try installing some mirrors on the walls. If you can install a mirror opposite a window, the mirror will reflect the window and bring more light into the room, making it feel larger and brighter. A mirror over the dining table also has the same effect. In any small room, not just the great room, limit window treatments to very light, sheer curtains or even nothing at all. Instead, hang a blind that can be pulled up, and install molding around the window to frame it. Painting the walls in a light, neutral color and the ceiling one shade lighter also will open up any small room.

Furniture

Choose furniture wisely when you are shopping for your condo. Look for furniture on a smaller scale, so the pieces don't overwhelm smaller rooms. Clear glass on a tabletop or coffee table makes a room feel larger. In addition, shop for furniture that can do double duty. A futon can double as a guest bed. Drawers underneath a coffee table add extra storage, which is usually lacking in a condo. Some ottomans also lift up to feature storage. Hiding your television in an armoire can make the room look more formal and turn it into a dining room when you don't want to watch television. In fact, instead of trying to squeeze a dining room table into a great room, invest in a large coffee table, some luxurious floor cushions and then eat on the floor, Asian style. Or, invest in a great-looking set of TV trays.

Make it Unique

Finally, use some unusual decorating techniques to make your condo stand out from the others in your building. One of the easiest ways to do this is to use ceiling molding, wainscoting and chair rails on the walls. Install wainscoting a third of the way up the wall, top it off with a chair rail and then paint the area above it. Then, install molding around the edges where the walls meet the ceiling. Alternately, choose one wall and wallpaper it with a light-colored but sophisticated print. If you know a carpenter or are handy with wood, build yourself some built-in bookshelves around the doorway, then paint them to match the wall.

PJD organized this event to thank all the purchasers of Harbour Place and as a token of appreciation for all their support.

The guests were entertained by a very talented all-girl band and had the crowd swaying to their tunes and rhythm for most of the night.

The buffet dinner by Swiss-Garden was well received by the guest and everyone truly had their appetites satisfied.

There was even a mini-bar with bartenders to keep the guests happy.

And for the children, there was a "fishing game" to keep them occupied as well.

New pride of Penang

The 24km-long second Penang bridge is 54% completed and it is on track to be completed by Nov, 2013, said former Prime Minister Tun Abdullah Ahmad Badawi. He said this assurance was given by the host of contractors involved in constructing the super structure linking Batu Maung on the island to Batu Kawan in Seberang Prai.

Abdullah also said that the project would also incorporate a uniquely designed technology known as High Damping Rubber Bearing (HDRB). The RM4.5bil project is the first to use the HDRB technology which is designed to withstand the effects of earthquakes.

“HDRB is an innovative tool to protect not only the structure but also the materials and contents inside the structure,” Abdullah said. “This feature is useful for critical structures as it can stand the test of time. “I am also proud that the HRDB is designed by a Malaysian and like all Penangites, I am eagerly awaiting the completion of the bridge.

“The bridge will definitely be breathtaking,” he said. He was speaking after attending a briefing session on the bridge’s progress work at the China Harbour Engineering Co Ltd (CHEC) (M) Sdn Bhd office in Batu Maung yesterday. Present was Jambatan Kedua Sdn Bhd managing director Datuk Dr Ismail Mohamed Taib.

Abdullah also expressed satisfaction with the progress of the construction which comprised five packages including the RM2.2bil substructure by China-based CHEC and the RM1.5bil superstructure by Malaysia’s own UEM Builders Bhd. The three main contractors for overland connections are Cergas Murni Sdn Bhd (for the RM67mil Batu Maung link), IJM Corp Bhd (RM350mil Batu Kawan link) and HRA Teguh Sdn Bhd (RM152mil link to North-South Highway).

The bridge is set to be the longest in South-East Asia.

In addition, you may qualify for tax credits designed to encourage people to be energy efficient.

Cleaners
If you like to keep your condo clean, you no doubt have a wide variety of cleaners: some for surfaces; some for glass; some for the toilet; some for the dishes; and some for the laundry. If you have even more than that, you are not out of the ordinary. As a result, using natural cleaning supplies is a good way to be more environmentally friendly. And these sorts of cleaners do not have the same toxins that others have, so they are a healthier choice, too.

Energy-efficient lights

Reduce water usage

Now think if you need to have the water on as long as you do for each of those activities. Chances are, you do not. Cut a couple minutes off your shower. Shut the water off while you scrub your teeth. Fill the sink with water and wash dishes in there instead of running each dish under water.

Ceramic tile floors
No need to wax. Just sweep and mop on a regular basis and they stay clean and shiny. Mop floors with clear water or just a dash of liquid dish soap. Be sure to change the water when it gets cloudy. Too much soap or dirty water will make floors dull or sticky. Don't use scrub pads on ceramic tile floors or you might scratch them.

Mini-blinds
Wipe down mini-blinds with a damp fabric softener sheet. This eliminates the static that causes dust to stick. The same trick works for TV and monitor screens.

Soap scum in tubs and showers
Since preventing soap scum build-up is a lot easier than cleaning it, squeegee water off shower walls and doors after every use or wipe them down with a towel. For tile walls or frosted shower doors, apply a light coating of lemon oil periodically to help prevent build-up. For a porcelain tub, apply a light coat of boat or car wax to the sides (never the bottom) of the tub.

If it's too late for prevention, use a degreasing agent and lots of elbow grease. Get a good alkaline soap scum remover at a janitorial supply store or dissolve a handful of automatic dishwasher detergent in a bucket of warm water. Cover the affected area completely and let your cleaning solution soak for at least 15 minutes. Do it right after a shower when the walls will be wet. After soaking, use a stiff scrub brush or a white, nylon-backed scrub sponge to clean the walls. You may need to soak and scrub a couple of times to get rid of all the build-up. Then rinse well with clear water.

Kitchen cabinets
Most cabinets are factory manufactured and finished, and even wood cabinets have enough varnish or other protective coating so that you can use a cleaning solution. The oil slick that builds up on cabinets - especially around the handles - is a combination of kitchen grease, food smears, skin oil and hand lotion transferred to the cabinet. All-purpose cleaners aren't equal to the challenge.

If your cabinets are plastic laminate (Formica or other plastic), metal, painted metal or glass, you can wash them all over with a strong alkaline cleaner, which is available at a janitorial supply store. Or use a heavy-duty cleaner from the supermarket. Mix according to directions and apply the solution with a sponge. Let it sit a minute or two, then take a white, nylon-backed sponge and scrub wherever necessary. Remove the grimy suds from the sponge by squeezing it into the sink or a slop bucket, never back into your cleaning solution. Then rinse with a damp cloth and wipe dry with a terry cleaning cloth to remove any last traces of scum and leave the cupboards clean and glowing.

Never use acids or powdered cleansers on cabinets. A good overall washing once a year should be enough. Keep a spray bottle of all-purpose cleaner handy the rest of the time and spot-clean after heavy kitchen use.

On wooden cabinets, take a gentler approach. To get off stubborn dirt, wash around all handles and any other grease zones first with hand dishwashing detergent. Then wash the entire cabinet, including the handle areas, with an oil soap solution. Just wipe lightly with the solution and buff dry immediately with a terry cleaning cloth. Always wipe dry with any grain or pattern. Seldom do you need to add any polish because the surface has its own sheen when clean. If your cabinets are dull from wear or age, spray furniture polish very lightly once a year or so to fill in the pores and bring back some life.

Dust
Eighty percent of the dirt in your house walks in through the door on people's feet. The right kind of mats placed inside and out of all entrances will help cut down on cleaning time. Choose professional mats you see at the entrances of hospitals and supermarkets, which are available at a janitorial supply store. They're called walk-off mats because they give the dirt a chance to be walked off before it gets in. Walk-off mats are usually nylon or olefin with a rubber or vinyl back for inside the door, and rubber or vinyl-backed synthetic turf for outside on the step. They're available in a variety of colors. To do their job well, both the inside and outside mats should be four strides long. Vacuum mats regularly or shake them outside. Hose them down and scrub with an all-purpose cleaner as needed. You can also use upholstery shampoo or a wet/dry vacuum to clean them. It's important to always hang them until completely dry so that moisture isn't trapped under the vinyl backing.

If there are any unsealed concrete or mortar joints, they can bleed off bits of sand and concrete dust onto surrounding surfaces. You should also make sure your windows and doors seal tightly. Some utility companies will inspect your home for free to determine if you have any cracks where things could be going out or coming in.

Keep vacuum bags, filters, seals and gaskets in good repair to prevent fine dust from being blown back into the air as you vacuum.

Feather dusters typically don't do much but spread dirt around. If you are using a feather duster on some surfaces, consider looking at alternative cleaning options.

Windows
The best way to clean windows, or any large expanse of glass, is with a squeegee. It does a faster and better job.

You need a professional-quality squeegee and a window wand. If you'll be cleaning high windows, you also will need an extension pole. The basic process is simple - apply the cleaning solution with the window wand and pull the dirt and water off with the squeegee.

Odor removal
For all odors, the first thing you should do is to remove the cause of the odor.

To remove smoke film from washable surfaces, use a solution of heavy-duty cleaner or degreaser. A dash of water-soluble deodorizer from a janitorial supply store added to the solution will help neutralize the odor. For smoky windows, add one part isopropyl alcohol to five parts window cleaner to help cut the oily film.

Smoke on porous surfaces is a tougher proposition. Light smoke film on acoustic ceiling tile can be removed by professional ceiling cleaners, but heavy buildup usually requires painting or replacement of the tile. Upholstered furniture, draperies and carpeting can be wet- or dry-cleaned, as appropriate, after a thorough vacuuming, with water-soluble deodorizer added to the cleaning solution to control residual smoke odor.

If you smoke in the home, change the filter in their air circulation systems often.

Also, make sure you let the sun in to help dissipate smoke and other odors as you try to eliminate the cause. Try to increase air flow by opening windows, turning on fans or even putting particularly smelly items outside for awhile. You can fill small dishes with vanilla, vinegar or activated charcoal for an easy, inexpensive smoke eater. Or, you can purchase odor neutralizer from a janitorial supply house which will work more effectively.

Tunnel could ensure economic boom for state

BUTTERWORTH: Chief Minister Lim Guan Eng has called on Penangites to pray for the success of the proposed third link, an undersea tunnel between Bagan Ajam here and Gurney Drive on the island.

He said prosperity in Penang could be guaranteed for the next 20 years if the project was implemented.

“I will visit the Beijing Urban Construction Group (BUCG) next year to know more about the third link project that they have proposed.

“The BUCG has completed several reputable projects, including the famous Bird’s Nest Olympics Stadium in Beijing,” he said after visiting the Butterworth Buddhist Association in conjunction with Wesak Day celebrations here yesterday.

Lim dismissed talk that the BUCG would pump RM10bil into the project as well as into two other road projects in Georgetown, but he said he did not doubt the company had the necessary resources to build the tunnel.

“We have yet to discuss with the BUCG how the tunnel project would be financed,” he said, adding that he would use the state’s open tender policy to determine the cost.

Asked if the project would affect Penang Port Sdn Bhd operations in the North Butterworth Container Terminal (NBCT), Lim said it should not be a problem, as similar links had been built in busier ports such as in Shanghai.

Sea Tunnel Link for Penang?

GEORGE TOWN: Penang may get a third link - a 6.5km sea tunnel linking Gurney Drive on Penang island and Bagan Ajam on the mainland.

Chief Minister Lim Guan Eng said the project was proposed by the Chinese company Beijing Urban Construction Group Co Ltd (BUCG), which built the famous Bird's Nest Olympic stadium in Beijing.

He said a Memorandum of Understanding (MoU) was signed between the state and BUCG on Thursday in Putrajaya, in the presence of Prime Minister Datuk Seri Najib Tun Razak and Chinese premier Wen Jiabao.

"To get China's attention is a compliment for Penang," Lim told reporters here Friday after the opening of the state assembly sitting by Yand di-Pertua Negri Tun Abdu; Rahman Abbas.

Lim said the Penang Municipal Council would embark on a six-month study to ascertain the technical, physical and funding requirements for the project.

He added that although BUCG had proposed the third link, the project would have to be awarded through an open tender.

On Thursday, eight agreements and MoUs were signed between Malaysia and China.

One of the MoU, on resolving traffic congestion in Penang Island, was between the Penang Government and BUCG, which was signed by Penang state secretary Datuk Farizan Darus and company chairman Liu Longhua.

It is not known yet whether the third link was specifically mentioned in the MoU.

When you are ready to search for the house that could become your home, you will need the right tools in hand so you can go into negotiations with ease. The more prepared you are, the less time it will hopefully take for closing, and you will be able to hold your keys in hand. While it is true home buying can be a timely processed, with a five-point checklist in hand, your experience should not seem like it is taking forever.

Here is a five-point checklist to keep in mind when you begin your home search:

1) Know your budget. How much can you afford to spend on a home, and what is the absolute maximum amount you can spend on a mortgage payment? Once you have the numbers figured out, you will have a better idea of the price range in which you can search. Some potential home buyers may consult with a bank or other institutions to get a feel for their financial situation. Not necessarily a bad idea, and if you work with a real estate agent they will assist you in this manner.

2) Know your neighbourhood. If you have kids, you will want to narrow your search to neighbourhoods with quality schools and recreation areas. Also to consider are neighbourhoods near your workplace, church, social activities, and other interests. You can search statistical information on the Internet if you really want the details.

3) Make the time to search. You are a busy person, and more than likely you have reserved weekends for the house hunt. That makes sense, but it also stands to reason that everybody else is doing the same thing. Consider taking a personal day during the week to tour available homes for sale. Not only can this put you ahead of the game, but you can get a feel for certain neighbourhoods at their most active.

4) Be ready to respond during the bidding process. Phone calls from your agent may come fast and furious if you have a hot prospect. So, it is important to have all your information together when you start placing bids. Should you outbid on a property, don't feel that you have to jump the gun. Consult with your agent and negotiate with a level head.

5) Stay focused. Your goal is to buy a home, but you want it to be the home you want. Do not settle for a place because the price is right or because it is the only one available. Listen to your intuition as you tour a house and ask yourself if this is where you want to spend the next thirty years. Learn everything you can about every potential property - needed repairs, history of the previous owners, did they have pets, etc.

Keep your focus, negotiate with calm, and you may find the home buying process is not that tedious after all.

Fear of the unknown is the single most significant obstacle in choosing a neighbourhood for your home, and it shouldn't be. There are several guidelines in which to follow and many things to consider when choosing the right neighbourhood.

Visit the community. Not only should the community in which the prospective home be visited during the day, but at night as well. Is it well-lit? Are neighbours active in the community at night, grilling and barbecuing or are they quiet and reserved? Are there children playing in the street? A neighbourhood can be completely different at night; it could be sketchy and less appealing or exactly how it was during the daylight hours.

Research the resale values in the community and the potential resale value of the prospective home. Finding a neighbourhood that will be more desirable and in high demand over the next few years requires looking into a crystal ball so to speak, but is essential before investing in a home. Questions in which to ask yourself are - Are there activities and amenities within the community? Are there many pending home sales or listings in the community? Do most children in the neighbourhood attend private schools or public schools? Are there plans to expand and improve local schools? Is there a growing business district or plans to revitalize the area? Are projects to enhance the neighbourhood in the works? All these questions will help to assess the potential resale value of the home, maximizing your investment.

Older versus newer. Newer neighborhoods offer more of a sense of community that older ones and older or more historical communities exude charm, but may not be as practical or economical for your family.

Location is everything. Do you want to live in a community that is within walking distance to beaches, parks, culture and shopping? How far are you willing to commute to work?

Remember your first impression. What did you and your family first notice about the community? Were the houses and landscaping well-maintained, did the homes and streets have curb appeal?

Your vision. Write your vision of the best neighbourhood in which you can see living in. Then when visiting communities, keep your vision of the perfect neighbourhood and keeping in mind that they should match your criteria and tastes.

By following these suggestions, you can make the best choice to move into the perfect community one that will meet your family's lifestyle and needs while making a sound investment for your future.

Penang to turn into a megapolis

PETALING JAYA: The Federal and state governments will jointly develop a Greater Penang Transformation Programme to unlock development opportunities within the region.

A Performance Management and Delivery Unit (Pemandu) statement said a four to six weeks lab would be held with Khazanah Nasional and the state government with participants from the public and private sectors.

It said Penang, the third largest urban Gross Domestic Product (GDP) contributor after Kuala Lumpur and Johor Baru, had been identified as one of the three major metropolitan areas in the country.

Prime Minister Datuk Seri Najib Tun Razak said while both Kuala Lumpur and Johor Baru were supported by integrated projects like the Greater Kuala Lumpur/Klang Valley National Key Economic Area and Iskandar Malaysia, Penang was in need of a master development programme.

“The Greater Penang lab is tasked to create a detailed implementation programme to unlock the development opportunities within the region as well as to identify and resolve potential hurdles,” the Prime Minister said here yesterday.

Najib said under the 10th Malaysia Plan, Penang had been earmarked to benefit from RM17.9bil in total investments for the upgrading of physical infrastructure to enhance access and connectivity.

“This needs to be synergised with Entry Point Projects of the Economic Transformation Programme to prime Penang as the leading urban centre in the Bay of Bengal and the Indonesia-Malaysia-Thailand Golden Triangle,” he said.

Projects under the Plan included the expansion and upgrade of the Penang Bridge, Penang International Airport and Penang Port, and the construction of the second Penang Bridge, electrified double track and Juru-Sungai Dua bypass.

Chief Minister Lim Guan Eng said as an act of commitment, the state government had shelved its five-year industrial development master plan to make way for the programme.

“The state government fully endorses the initiative for the programme. We pledge to fully cooperate to ensure a successful outcome,” he said.

How to child-proof your condo

Condominiums may be especially popular among the young professional and retired set, but one of the best aspects about them is their potential to appeal to just about anyone. And yes, that includes parents with babies and young children. In some ways - the lack of in-home stairs, for example - condos are especially well suited to child safety. There are plenty of other steps parents can take to child-proof their condo and make it even safer for their kids.

Windows

Given that many condos are up a few stories, it is especially important to make sure your windows are safe. If they can be opened more than 4 inches, they pose risks to kids. You can buy products that limit how far your windows can be opened. Products called window guards, which are designed to prevent children from falling out of windows, also are available. If you have blinds on your windows, be sure the cords are out of reach of children.

Outlets

Electrical outlets intrigue kids of just about every age. Wherever you have them in your condo or loft, your kids will find them and try to stick into them their fingers, silverware or anything else they get their hands on. Investing in some outlet covers is a good idea. There are a variety of types available, depending on how often you use the outlets.

Child locks

Kids have a habit of getting into cupboards, drawers and other places they should not. In some cases, it is simply annoying when they get into something and make a mess. But it is far more than annoying if they get into your medicine drawer or the cupboard where you keep your cleaning supplies. That is dangerous. Install child locks on anything you do not want your kids to get into, including the toilet.

Kitchen gates

If you live in a condo, you probably do not have to worry about a gate that prevents your kids from falling down the stairs. But consider buying a gate that keeps them out of your kitchen, especially when you are cooking. Many gates are easy to set up and take down, and given the open layout of many condos, you will still be able to see your kids, even if they are locked out of the kitchen.

Furniture

Make sure your furniture is stable, especially if it is heavy. It is ideal if you can set the room up in such a way that you can anchor tipsy furniture to the wall.

Smoke and carbon monoxide detectors

Install smoke detectors in every room in your condo. It is also a good idea to have at least one carbon monoxide detector.

Malaysia's property market 2011

At the recent Property Market Outlook for 2011, Malaysia's Valuation & Property Services Department released the figure that a total of 342,179 property transactions worth RM96.77bil were recorded between January and November last year, which means that last year's transactions almost reach the RM100bil mark. This is the first time transactions value has reached this figure. The event was organized by the Association of Valuers, Property Managers, Estate Agents and Property Consultants in the Private Sector.

In view of this development as well as considering Malaysians penchant for property investments, it was unlikely that property values would fall again in the near future. It may not rise as much as last year, but the uptrend is there. The property value rose between 30% and 40% last year. This is the first time property went up so much there was never such record growth for the property market in 30 years.

On average, the price of the condominium rise between 60% and 100% between 2003 & 2008. The condominium market, in comparison to the rise in value of landed properties, rose as high as 40% in just one year. Hence, on average the rise in condominium prices is about 20% per annum. In Kuala Lumpur alone, the capital city recorded more condominiums changing ownerships at 10,333 units compared to terraced housing at 3,756 units. Nevertheless, terraced houses still dominates the property market, especially in Selangor with 27,165 transactions, Johor with 12,555 transactions and Penang 4,358 transactions.

On the outlook of the Malaysian economy and the Malaysian property market, it was very significant that the transaction volume between the 11-month period increased 12.2% year-on-year, but the value of transactions increased at a higher rate of 35% from RM71.67bil to RM96.77bil. The economy recovery in Malaysian has stimulated the overall property market.

With regards to the loan market for property sector, the purchase of residential properties made up the majority of bank loans at 58.8% compared to the purchase of non-residential properties at 22.1%. The remaining 19.1% attributed to the construction and other sectors.

Credit expansion for the property market leaped from RM342.09bil as at the end of September 2009 to RM391.25bil as at the end of September 2010. In other words, the residential property sub-sector is still the main mover of the market. In this residential market, transactions in Kuala Lumpur recorded a growth of 8.2%, Selangor 7.2%, Johor 3.6% and Penang (island) 9.7%.

In Malaysia property market environment, is it more viable to buy or rent a house?

Most people prefer to own a property because the loan you pay to the bank is equivalent to the rental you are paying, but one's financial ability will play a big part in the decision to buy or to rent a house.

Property buyers are advised to assess their finances before buying a house to ensure their ability (for example debt ratios not too high). Especially for the first timer, they should consider the stability of their jobs to ensure they will be able to service the loan repayment. If a person's debt ratio in relation to his salary is already approaching 50%, chances are banks will not approve the housing loan. If a person mortgage amount to be paid is more than half of a person's salary, the bank may have doubt in the person's ability to repay and hence require more evidence of good financial situation in order to approve the loan.

As per to date’s Employees Provident Fund (EPF) policy, house buyers can utilize their EPF savings to purchase a property. Couple with the easy payment schemes offered by banks and first-time house buyers are qualify for loans of up to 90%, owning a house has become easier than the years before.

During Budget 2011, the Government mentioned it will implement a scheme called "Skim Rumah Pertamaku" or "My First House" through Cagamas Bhd, which will provide a guarantee on the 10% deposit for houses below RM220,000. This scheme is for first-time house buyers earn less than RM3,000 household income per month. With this, the house buyers will receive a 100% loan without paying for the 10% down payment. For those who rent a house in today's environment of rising prices, he or she will never benefit from the appreciation in the property value. Moreover, even if the value of the property does not increase over time, the mortgage balance decreases and equity accumulated.

Many people also see property as a way to fight inflation. With the sight of inflation creeping up, any delay in buying a property will result in paying more lately. In terms of disadvantages in owning a house, there are many variable costs involved, for example the quit rent, assessment, service or maintenance fees and insurance among others. Selling the house may also not be as quick as, say, disposing your share investments in stock market. The whole process of selling can take up to a year, depending on the location of the property. If there is already a potential house buyer, the process can be shortened for up to 3 months.

The following scenario is a quantitative example between buying and renting a property.

A typical average 2-storey terrace house at the edge of Kuala Lumpur city, may cost around RM400,000 and the rent is RM1,500 a month. The net yield comes up to 3.8%, a reasonable yield for landed property. Assuming the household income is about RM7,000 a month, this means that the ratio of the household income per year to the property price is 4.76 times. To buy this house based on 90% loan financing at a fixed interest rate for 30 years, you would have to pay a 5% interest, which means a monthly expense of approximately RM1,900 a month. Hence, it is clearly better to rent than buy.

Still, this analysis is based on what is considered the typical housing type. Different considerations may apply for different types of housing units in different locations. Another powerful motivation in favour of buying rather than renting is the social imperative to own a home. Owning a house allows you to raise credit as and when it is needed, for all kind of purposes. Hence, this is a powerful motivation for property ownership.

New Traffic Lights Set Up

TWO housing developers have installed a set of traffic lights each and several lamp posts outside their housing schemes in Butterworth to help improve traffic flow.

Seberang Prai municipal councillor Soon Lip Chee said PJD Eastern Land, the developer of Harbour Place, installed a set of traffic lights on New Ferry Road which would be put on a two-week trial run from this week.

He said the traffic lights would help to improve traffic flow to the nearby Taman Mewah flats.

“When approving the Harbour Place layout plan, the council had asked the developer to build two new access roads and install a set of traffic lights on New Ferry Road,” he said in an interview.

Soon said this was necessary to cater to the anticipated high number of vehicles travelling between the Seaview Tower condominium and busy New Ferry Road.

He said PJD Eastern had built one of the access roads — a 200m-long road connecting Seaview Tower to New Ferry Road next to the Church of the Nativity of the Blessed Virgin Mary.

He said the second road would connect Park View Tower and New Ferry Road, near the New Ferry Road Voluntary Fire Fighting squad’s base.

Seaview Tower and Parkview Tower are part of the Harbour Place project.

Soon said the other developer, Syarikat Perumahan Negara Berhad, had installed a set of traffic lights connecting its Taman Limbungan Indah mixed development project on Jalan Kapal to Chain Ferry Road.

“This particular set of traffic lights is highly necessary as many accidents had occurred at the road junction.

“These lights will only be functional next month as the developer has yet to complete resurfacing the road shoulders,” he said.

Fellow councillor Oon Neow Aun said although both new traffic lights were located less than 200m from the main traffic lights at the Chain Ferry Road-New Ferry Road junction, they were vital for traffic dispersal as there were too many shop houses along both stretches.

“There are five traffic lights between Taman Bagan and the Penang Sentral temporary bus terminal which is a distance of less than 1km.

“We will try our best to synchronise the timing of these traffic lights” he said.

Another councillor, S. Chandrasekeran, encouraged the public to give their feedback on the function and timing of the traffic lights to any municipal councillor or via the council’s website at http://www.mpsp.gov.my/english/pengunjung.asp.

“The council’s traffic committee will compile the feedback and take necessary action,” he said.

The city also has mosques, Hindu temples, and Churches throughout, so the religious sights are virtually endless.

For the night life, head to the Upper Penang Road in George Town. There you can grab a drink in a bar, sing in a karaoke club, or enjoy a live band at one of the clubs. For a more casual scene, head to nearby Chulia Street where you can relax at a coffee shop, inexpensive bar or quaint motel.

If you’re living in Penang, you won’t want to miss the Toy Museum. The only one of its kind in the entire world, it offers countless toys and collectibles that kids and adults alike will delight in seeing. Another attraction in Teluk Bahang is the Penang Butterfly Farm. There you can go to see all sizes and colors of butterflies fluttering freely around. The farm is also a breeding and research center for butterflies.

No matter where you’re from, there are endless attractions in Penang. If you stay long enough and live in a luxurious Penang apartment, you can experience the local life in a new and exciting city.

PENANG cannot help but be in the limelight with the island being singled out as the logistics, transportation and infrastructure hub for the Northern Corridor Economic Region (NCER). This paints a healthy picture for the state's residential properties as the higher-end properties and condominiums are moving up very positively.

Overall, the state, with a population of around 1.5 million, was ranked fourth in terms of real estate transactions totalling 20,877 for 2006 valued at RM5.49 billion after Kuala Lumpur, Selangor and Johor.

Penang's residential market is expected to exhibit increased demand towards stratified properties and new growth areas, both on the island and the mainland. On the state's future housing supply, lifestyle housing, which came into the vogue the past three to four years, will continue. These comprise largely the two-and-a-half and three-storey terraced housing and luxury condominium developments.

With the cost of living in Penang being so much cheaper, Penang will continue to be quite an exciting place to invest in properties as long as the state can support it with more social amenities. The fact that major developers from Kuala Lumpur are coming to Penang to buy land and develop properties here goes to show that land prices are still relatively cheap and attractive.

Although Penang's population growth of 1.57% in the 1990s appears to be weak, mapper Ho Chin Soon says Penang can be likened to be a "little magnet" and anticipates that the state will have significant impact on the NCER and areas such as Kulim.

Go green for a brighter future

THE world is going green and as property developers we should place priority on how we can contribute towards a better environment and the community at large. Everything that we build will stand as testimony to our craft across many generations. Our buildings will speak volumes about whether we, as a society, cared for our environment, our home.

Property developers can respond to this eco-challenge in many ways. Sometimes, a small amount of effort is all it takes to bring about a large quantity of benefit. Developers can start off by taking small steps such as making use of natural air, light and ventilation when we design.

If a building is able to make use of what nature has to offer, then that means it is less dependent on electrical power. Layouts that are open and linear, with no nooks and crannies, will use less electricity.

Taking this a step further, we could think of other environmentally friendly ways to make buildings more energy efficient. These could include planting grass on rooftops, which would help keep temperatures down inside buildings, translating to a lower dependence on air-conditioning in our hot weather, and relieving our environment of ozone-eating CFCs. Of course, on-going maintenance will be required and the rooftops could be treated as part of the gardens belonging to the development.

We can also make provision for the water that is used in buildings to be recycled. Tap water can be channelled back into toilets and then treated for use in gardens. We can place solar panels on the roof for sustainable energy use. While solar panels are generally considered an expensive add-on in Malaysia, countries such as Japan, the Netherlands and Germany, already have government initiatives to support the building of integrated solar projects.

We can use recycled or sustainable materials for our construction. For example, a local company has discovered that old tyres need not be thrown away, but can be put under the foundation of a house to regulate the temperature inside the home.

We can use technologies that reduce water and energy consumption. If we have a high-speed elevator in the building, we can collect the energy that it generates on the way down for later use.

The problem, however, is that several of these technologies are, at present, rather costly for our stage of development.

Building safety is another important consideration that developers here should address. While Malaysia lies outside an earthquake-likely demarcated zone, many places in KL felt tremors during the recent earthquakes in Sumatra, and thousands of people were evacuated from their high-rise buildings until the danger had passed.

So, even though the law here does not require buildings to be designed for seismic conditions, we decided to design Park Seven so that it will withstand the horizontal force of an earthquake.

This involved strengthening the joints to provide better control of the lateral movements, increasing reinforcements in the columns and constructing closer links in the columns and the beams.

We comply with both the British standards, to which Malaysia adheres, and the Indonesian seismic code.

Eco-friendly designs may add an additional 15% to 20% to the total cost of construction for a developer but this is money that is worth spending. Over in Singapore, some flats designed to be environmentally sustainable were recently snapped up at premium prices, proving critics wrong who said that they would be hard to sell.

Financial experts, too, believe that by paying attention to environmental, social and corporate governance (ESG) issues they can affect the way an investment portfolio performs. Two years ago the United Nations Secretary-General invited a group of the world’s largest institutional investors to jointly develop the UN Principles for Responsible Investing. While being aspirational and voluntary in nature, these principles provide investment professionals who are serious about ESG issues, with a framework to guide their investment decisions.

Green architecture has, in fact, taken off to varying degrees in many countries, including Singapore. Our neighbour down south launched a scheme in January 2005, called the BCA Green Mark Scheme under their Ministry of National Development, which rates existing and new buildings on their environmental sustainability, quality, safety and innovation, and presents cash incentives for buildings that win top ratings.

Regionally, Hong Kong, Japan, South Korea and Taiwan have also implemented programmes to encourage their property developers to move towards more eco-friendly and environmentally sustainable buildings.

Malaysia, too, should get serious in this area if we want to be considered a developed nation. In fact, Prime Minister Datuk Seri Abdullah Ahmad Badawi called for a balance between development and environmental sustainability in his speech to launch the Ninth Malaysia Plan.

As developers, we build for the future. Let us take the lead to ensure that our buildings are friendly to our environment, for the benefit of generations to come.

Flexible EPF withdrawal

The Employees Provident Fund (EPF) has launched a flexible withdrawal scheme for higher-end houses, which will be effective from Sunday.

In a statement released yesterday in Kuala Lumpur, the EPF said the scheme is open to contributors who have not made withdrawals under the existing scheme to purchase a house or reduce their housing loans.

The main difference of the new scheme is that it is designed to give qualifying members, who initially were not eligible for a higher loan, a better chance to boost their home loan eligibility with the banks after they get to view the members' current and future EPF savings potential.

Those who have made housing withdrawals or who are above 54 years of age are not eligible for the new scheme.

EPF chief executive officer Tan Sri Azlan Zainol said the new scheme does not affect a member's retirement funds as savings that have been set aside under this facility will continue to earn the yearly dividends paid by the EPF.

Members must be below 54 years of age on application day and the application must be made together with their application for EPF withdrawal to purchase/build a house or reduce their housing loans.

A member may transfer part of his savings in account two to the flexible housing withdrawal account, followed by a monthly transfer of a specified amount or contribution to this account.

The flexible housing withdrawal account is not a newly set-up account but a template within account two, created for administrative purposes.

The minimum amount for the housing loan will be determined by the initial two participating banks, namely Malayan Banking Bhd and Public Bank Bhd.

Savings which have been set aside under the flexible housing withdrawal cannot be withdrawn or utilised for any other pre-retirement withdrawals such as housing, education or medical.

Members, however, can still use the remaining savings in account two for other pre-retirement withdrawals.

Each application is to be submitted by the member to the financial institution from where he will obtain the housing loan.

All application forms will then be submitted to the EPF by the headquarters of each participating financial institution.

Members who wish to cancel their flexible housing withdrawal term may do so, but only after a year from the commencement date of the facility and upon consent from the participating bank. - Business Times
